You can build a budget list since the core cards are very cheap, but to make it a really good deck it is expensive because Glimmervoid, Mox Opal and Fetchlands are what lets you play any colored spell. Without those you would have to make a 1 or 2 color list and even then you'll suffer from not having Mox because mox protects you against land control decks like small pox, death & taxes and land destruction decks. It also protects you against
Blood Moon type cards.
The Bridge is critical, most deck's finishers are creatures and you could have a bridge on the field as soon as turn 2 with some luck. At first we were trying to control creatures with removal and discard, but we still had problems with manlands like
Celestial Colonnade. Without a bridge you'll die a lot. The bridge also protects the lantern because if your opponent has 1 artifact hate card he needs to kill the bridge instead of the lantern. Try it yourself, play some games without bridge and some games with bridge. Most games you'll win thanks to bridge and I've won games where I lost my lantern but still kept a lock with bridge. Lantern and bridge are 2 different locks that work together because lantern protects bridge and bridge protects you. The other benefit to bridge is that you can let the opponent draw creatures since he won't attack, that way you can use codex/bells on your own top rather than milling all creatures on the opponent's deck.
At first I was really against bridge, but once I started testing it was really really good. Look at the pictures I posted, look in how many of those games their creatures where held back by bridge.
Isochron scepter has not been tested to my knowledge, but in my opinion it would be bad since its only good when you play it early and this deck's early turns are spent playing the lantern combo. ANd you can't put Duress on isochron, its a sorcery. Test it and let me know.

Ghostly Prison is only better than Bridge vs infect. Vs the rest of the decks bridge is better, Aggro can still pay 2 to attack past the mid game, specially affinity. If your meta is full of infect ghostly prison might help, but mostly infect is affected by summoning sickness and you can use
Dispatch,
Pyroclasm,
Duress,
Ensaring Bridge and even
Beast Within to stop infect.
Bridge and Needle are very critical for survival.
